U can kill a police without using so much ammo with a normal pistol by putting 1st person and shhoting to his head

you have to defeat the soldiers before you get the flashlight. When you pick up the MP5 the soldiers will appear. Defeat them and you will get the flashlight

To kill an agent, first make sure you have a chloro bromo methane gun. Shoot at the agent. He will try to dodge the bullet and he will, but the gas will choke him to death and you may take his pistol.
