Strategy:Use both fast and strong,this gives you the advantage of making an attack first and make it a strong one.
List of the fastest and strongest acording to rank(excluding Jiraiya,Orochimaru,Tsunade,Itachi and Kisame):
1)Kiba-because of his far ranged hidden jutsu(triangle,circle),he can hit hard and when he gets this "food" thing he goes wild(higher attack,defense,speed and jump)!!!
2)Neji-Quick from the very beginning,though there are some times that Lee is faster...triangle circle assists him in gaining chakra.Based on what I've seen...people have been using him a lot because of his speed...
3)Lee-Quick,Guy has trained him alot,with his gate and his speed he's indefeatable!!!
4)Guy-Because of his age,he has become slow...but only a little!!!
5)Kakashi-Fast because he could just teleport and do damage at the same time!!!Sharingan helps him to become faster if his enemy is fast!!!
