First change your shortcut to
"C:\Program Files\Max Payne\MaxPayne.exe" -developer
Or the path to your MaxPayne.exe.

In the game press F12 to get the developer prompt. If you press the tab key
you can see different commands to use. To use a command to your Max write 
player-> before the command.

Here is a few examples:
player->getallweapons; Gives you all weapons
player->getinfiniteammo; Gives infinite ammo :)
player->c_addhealth ( 100 ); adds 100 to your health
player->c_setdodgeimortal ( true ); makes you immortal

Play around with the commands a bit... there are alot to try.
