For Nintendo DS, one finds the grappling hook once you unlock the Black Sand Beach location by piecing together one of the maps. Go to the Ship's Wheel and head for Black Sand Beach.
Once you leave the ship, your first destination should be the Beach. There's a scene with the pirates at a bar plotting to ambush Sparrow and company. Use Jack's compass to direct you to the various treasure chests. You should be able to find the grappling hook directly. Once you have it, you can exit to the Ship, then visit the Ship's Wheel and retrace your steps to other points in the game where you can now use the grappling hook to uncover more treasure chests which will lead you to more map pieces and vials of crystal tears.
