This is how to get to Giovanni in saffron city. First go to Silph Co. Then use the elevator and go to the 5th floor. Go to your left until u see a scientist. Go down and you will see a team rocket member. Go in the teleporter. Then go into that same teleporter again. You should be able to go to the right. There is a pokeball. In it, is the Card Key. Now that u have it, u can open up those grey doors! Now go to the 3rd floor. Go down and open the first door on the left. Go all the way left and you should see a teleporter. Go down and u should see a woman inbetween two beds. Talk to her and u will be healed. (Keep in mind u can go there whenever u want) Go back to the teleporter, go right, and go into the other teleporter. Make sure your pokemon are healed because when u go down u face your rival. If u beat him, talk to the other person in the room. He will give u a lapras! Finally, go into the other teleporter. Good luck! I am 12 and i am VERY experianced at pokemon. If u have any questions, just post them up on this website and eventually, i will answer your question.

I used a gameshark to catch larvitar in the wild and I've been training him since the beginning. He just hit level 30 and he won't evolve? Do I need to get the national pokedex or whatever before he will evolve, or is there some other requirement?

to get the sapphire go to the dotted hole go stand on front of the door use cut to get the ruby go to the island were you get moltres now look for the two the door were the two tr guys were and go inside the cave and look around you should find the ruby

A electric type is always good to have, but I need to know your team movelist to give more hints.

Charizard- try to vary it's moveset more. Although your charizard will decimate grass, steel and ice types, you will be rendered useless against lot of other types. I suggest keeping flamethrower, cause it's powerfull, has good accuracy and STAB. Fire Blast is great, but has poor accuracy, so I would drop that. Overheat and Blast burn are similar:really powerful, but with drawbacks. Overheat lowers your SATK, and you will need it to keep doing high damage. Blast burn has dubious accuracy and makes you unable for the next turn, and when facing an experienced trainer, one turn can completelly mess up with your strategy. I suggest you pick one or neither, and replace it with Rock Slide, Earthquake or Fly/Aerial Ace to cover up a wider variety of foes.
Blastoise- bite is weak and do not get STAB, but it shoul prove somewhat useful against psychics/ghosts. Never really used skull bash, and I'm sure there are better moves. Switch Hydro Pump for Surf. I know that Hydro Pump is stronger, but it's accuracy isn't reliable. Ice Beam, Rock Slide and Earthquake will prove really efficient if taught to it.
Mewtwo- Never really used it much, since I don't like to use legendaries. Anyway, Psychic, ThunderBolt and Shadow Ball should make good use of it's high SATK. Recover will prove good when in a pinch.
Articuno- Actually, it's one of the best pokemons in your team, because it's moveset is varied. Rest+that berry that cures sleep (forgot it's name, I play the jap version) grants you fast recovery.
Kadabra- If possible, evolve it. Alakazam has higher stats than Kadabra. Also, like I said before, I play the jap version so I don't know the last 2 moves.
Dragonite- Dragon Claw/Outrage, Ice Beam/Thunderbolt/Flamethrower, Body Slam and Rock Slide/Earthquake might turn this into a monster.
