you guys are competly lost on this game!
anyway about the celebi question...
you need to go to a nintendo event to get him/her... but you can't cause they don't do those for those games anymore! you can only now get it by getting those stupid gamesharks and doing that gs ball code.
anyway the expn card allows you to listen to the radio channels of kanto! you can do a channel for snowlax for the poke flute to wake him up! but you need the radio card from the quiz in the radio tower in jhoto and win it.
