You don't have to get the master ball to get Lugia. Have a lv 40 Porygon with you. Save it before you battle Lugia but make sure you have at least 30 ultra balls and the silver wing. Keep battling Lugia but dont worry if u saved it before him. Keep turning it on and off until u freeze Lugia. Send out a pokemon and get him low before he defrosts. Throw out ultra balls until u catch him.

you can't get a g/s ball, and you can only get celebi if you have the japanese version, or if you are lucky enough to go to a tour. the pokemon center shop in new york has adapters that let you officially catch it, but you have to buy celebi. in the japanese version, prof. elm gives it to you if you have all 250 other pokemon.
